significant time and money tracking down the source on the upper deck.
Have removed, caulked the railings, smokestack, mast and all through hull
on upper deck and flybridge.

No luck, still "pouring" out of the overhangs on the fantail overhead.

Any ideas?  have only seen previously reponses to caulking the upper deck
to the aft pilot house bulkhead, done and no improvement

Also, what is the core material?

Absolutely great Kevin!
had heard of this flange approach being used to repair fish and commercial
boat rudders (where they apparently often just cut and flip the upper
section of shaft).  I figured we might need to do it as well after 20 years
ourselves.  So it was great to see your pics.  thank you!

cutting off the bad section, welding a 4-bolt flange to the rudder and make
a new upper shaft with a collar. This fixed our shaft leak and will make it
easier to remove the rudder without disconnecting from the steering in the
future if required. Some pictures of the project attached.

When bought our Tug, a previous owner had attached a "dinghy rack" on the top deck (other attachments could have been the source as well), and the surveyor found moisture in the cockpit overhang. We had that professionally repaired and also rebed all top deck penetrations that were still necessary (no dinghy rack left). The core was plywood, and for a 3 square foot area was close to "mush". This repair was not inexpensive, but was necessary to maintain integrity.
